    Was the villiers XVIII used on any horticultural machines or does anyone know of villiers 249cc engines that were.

    The Mark 25A was used on Auto Cultos , Colebys and some generators ,along with various makes of twoman chainsaws, same bore size to the model you quote , and I believe shared the same piston rings.
    I’ve only seen the Mk17A on ex WD water pumps , and a few Auto Cultos.
